Señora: El carácter práctico que hoy informa la ensñanza en todas las naciones del mundo culto, el desarrollo y adelanto á que han llegado las ciencias históricas y los altos vuelos á que se remontan dentro de éstas los estudios arqueológicos, son cierta mente objeto del análisis de eruditos y sabios, y demandan la atención de los Gobiernos, obligados á traducir en disposiciones oficiales aquellas medidas que, por consecuencia de la meritoria labor del técnico, de luminosas discusiones habidas en Congre sos ó Academias, y de la experiencia que da la práctica cotidiana de la instrucción en Centros docentes, se imponen con urgencia, como indeclinables en aquel orden de material, por lo que á la legislación de cada país atañe, sin que el Ministro que suscribe se crea relevado de atender á esta necesidad, ni pueda permane cer indiferentes ante tal movimiento, respecto del que, incuria censurable sería la de estacionarse en el camino de las reformas que ha tenido la honra de someter ya á la aprobación de V. M.
